Nina Collins is currently the Director of Human Resources for the City of Hayward. She joined the Hayward team in November 2010. Nina is the Chief Negotiator for the City’s labor discussions and provides leadership, expertise, support and guidance in the areas of Employee and Labor Relations, Benefits Administration, Recruitment and Selection, Classification and Compensation, Workers Compensation, and Employee Development and Training, and is the staff liaison to the Hayward Personnel Commission. Prior to joining the Hayward team, Nina worked for the City of Oakland, California from 1988-2010. While employed by the City of Oakland, she worked in a variety of positions, including Administrative Services Manager, Division Manager, and Chief of Staff for the Fire Department. Nina currently sits on the Board of the Hayward-South Alameda County NAACP. She is an active member of the Northern California Human Resources Managers Association, California Public Employees Labor Relations Association, and Public Agency Risk Managers Association.
Nina earned a Bachelor’s degree in Political Science-Public Administration from California State University Hayward (now East Bay) and a Juris Doctor from John F. Kennedy University, School of Law. Nina is a Harvard trained negotiator and has a certificate in mediation and conflict resolution. She is an International Public Management Association-Human Resources (IPMA-HR) Senior Certified Professional.
