Maria Hurtado has worked in local government for over 20 years, beginning her professional career in the non-profit sector. In November 2016, Maria was appointed Assistant City Manager for the City of Hayward, CA, where she oversees the departments of Public Works, Maintenance Services, Utilities, Finance, and Library, oversees the Community Services and Housing divisions, and is the staff liaison to 3 Council Subcommittees. Prior to this recent appointment, Maria was the Chief Operating Officer (COO) for Oxnard, CA responsible for IT, Finance, Human Resources, Cultural and Community Services, and the Public Information Office (PIO).
In 2006, Maria joined the City of Tracy CA as the Director of Parks and Community Services and was subsequently appointed and held the Assistant City Manager position from 2007 through 2015, completing two 6-month Interim City Manager appointments during her tenure in Tracy, CA.
Maria also served as Deputy Director of Parks & Neighborhood Services for the City of San Jose, CA, Assistant Director for Parks and Community Services and Assistant Director for Redevelopment and Housing for the City of Watsonville, CA. Maria came from the non-profit sector prior to moving into local government and was the Executive Director of Fenix Services, an alcohol and Counseling agency, which included Las Hermanas Program, a women’s residential treatment facility.
Maria serves as the West Coast Regional Vice President on the Board of International County/City Management Association (ICMA), is a member of the Local Government Hispanic Network and of the Municipal Management Association of Northern California (MMANC). In 2016, Maria served as the ICMA 102nd Conference Planning Committee Co-Chair held in Kansas City. Maria received the MMANC West McClure Outstanding Assistant Award in 2012.
Maria has a Master’s in Social Work from San Jose State University and a Bachelor of Arts degree in Sociology from the University of California in Santa Cruz.
