Under general supervision, analyzes financial and operational data to develop recommendations to improve efficiency and effectiveness regarding Town services. Participates in a budget team and assists departments with budget related questions.

Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

  • Position will assist in the development and creation of the Town's proposed and adopted budgets and five-year financial forecasts.
  • Duties will include analyzing historical trends; computing impacts; surveying other cities; computing revenue expectations; providing summary reports; attending meetings; making recommendations; completing required forms; providing supporting documentation; and discussing or justifying needs.
  • Serves on budget team and will assist department with budget questions.
  • Facilitates organizational training on the budget process and technical assistance.
  • Reviews budget requests and budget expenditures; confer with department directors, assistant directors and managers on individual and overall budget requests.
  • Performs a variety of delegated research tasks and projects, documents findings, and prepares reports, graphs, charts and other illustrative materials as required.
  • Assists in the development and ongoing support of capital improvement program budget.
  • Utilizes financial software programs in evaluation of data as needed.
  • Responsible for completing ad hoc assignments that require data gathering, research and detailed analysis.
  • May be asked to perform additional job duties that are directly, indirectly or completely unrelated to normal job functions in the course of presenting certain Town special events.
  • Performs related duties as required or assigned.

Minimum Qualifications

Education, Training, and Experience Guidelines
Bachelor's degree in Business Administration, Finance, or related field; AND two (2) years of experience in budgeting; OR an equivalent combination of education, training, and experience.  Ability to establish and maintain harmonious relations with fellow employees, Town officials, and outside contracts.  Safe driving record.  Clear criminal background check, clear pre-employment drug screen, and clear credit check.

Knowledge of:

  • Standard office practices and procedures.
  • Principles and practices of purchasing operations; purchasing requirements and specifications for materials.
  • Applicable local, State, and Federal laws, regulations, and ordinances.
  • Governmental financial management.
  • Accounting practices.

Skill in:

  • Developing analytical reports and graphics.
  • Analyzing policies, management, and financial issues.
  • Operating a computer including standard software and some specialized software.
  • Establishing and maintaining effective working relationships.
  • Communicating effectively both verbally and in writing.

A valid Texas Driver's License is required.


This is an exempt position; incumbent will be expected to work whatever hours are necessary to complete responsibilities.

Work is performed in a standard office environment.  Office is in a two-story building without an elevator.  Work is generally performed indoors in an air-conditioned facility but may also include limited exposure to outside weather conditions.
