About San Antonio
The City of San Antonio is the nation’s 7th largest city and is home to more than 1.5 million residents. San Antonio has a Council-Manager form of government with a ten-member City Council. Councilmembers are elected by District, while the Mayor is elected at-large. The City Council appoints the City Manager, who appoints all officials in executive positions with the exception of the City Clerk, City Internal Auditor, Presiding Judge, and Municipal Judges.

The Solid Waste Management Department
The Solid Waste Management Department (SWMD) proudly serves its customers by providing them with an efficient and environmentally sustainable waste collection and recycling programs. The primary services provided by SWMD are garbage, recycling and organics collection with wheeled carts using automated side load trucks. SWMD customers also receive curbside brush collection twice per year and curbside brush collection twice per year. Other SWMD programs include multiple bulky waste drop off facilities, household hazardous collections sites and brush grinding facilities. Additionally, the SWMD operates a heavy fleet maintenance division that maintains the SWMD equipment and equipment for other City departments.
The City of San Antonio is committed to environmental sustainability. Recycling and waste diversion are a significant goal, which is the cornerstone of several SWMD programs, including ReWorksSA. This is a Division of SWMD that recognizes and promotes recycling in the business community. SWMD also participates significantly in marketing and outreach for the community to encourage proper recycling and composting.
SWMD serves approximately 363,000 households, employs 773 individuals, and has a budget of approximately $150 million. SWMD has multiple facilities across the City.
The Deputy Director of Solid Waste reports directly to the Director of Solid Waste Management and is responsible for planning, directing, and overseeing the activities and operations of the Solid Waste Management Department. The Deputy Director of Solid Waste will work collaboratively with executives city-wide to establish best practices and strategic direction for the functional areas of the Solid Waste Management Department and City as a whole.
Job Functions & Responsibilities
- Manages the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes, within City policy, appropriate service and staffing levels; and allocates resources accordingly.
- Develops workflows for the various processes necessary to manage existing assets by tracking inventory, managing expenses and monitoring the efficient delivery of asset administrative functions.
- Controls the overall cost of operating and maintaining the City's fleet of vehicles and Brush and Bulky Curbside Collection services citywide.
- Plans and forecasts the City's fleet and collections operations needs to ensure each department has the resources necessary to perform daily services.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; and identifies opportunities for improvement, and directs the implementation of changes.
- Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers disciplinary and termination procedures.
- Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.
- Manages and participates in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials and supplies; directs the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments as necessary.
Education & Experience
Qualified candidates will have a Bachelor's Degree from an accredited college or university with major coursework in Engineering, Environmental Science, Public Administration, Business Administration, or a related field. They will also have eight (8) years of progressively responsible experience in a related field, including four (4) years of administrative or supervisory responsibility.
The most highly qualified candidates for consideration will be selected based on a combination of education, career experience, and accomplishments that best fits the needs of the City of San Antonio.
The Ideal Candidate
The successful candidate must be a professional public administrator and have an extensive background in the Solid Waste Management arena with experience leading and managing divisions of a Solid Waste Management department. Ideal candidates must have knowledge of operational characteristics, services, functions, and activities of a Solid Waste Management, recycling, composting and/or fleet management. Candidates should also have an appreciation and high understanding of Solid Waste services and its impact on the community.
Having a proven track record of relationship building with diverse employee populations is critical and being an influential leader who can attract followers and engage employees is important. A strong understanding of principles and practices of municipal budget preparation and initiatives with the ability to effectively communicate and present ideas in a concise and thoughtful manner is ideal.
