Carlos P. Baía is the Deputy City Manager for Development for the City of Concord, New Hampshire. In that capacity, Carlos oversees the Engineering, Planning, Economic Development, Code Administration, and Health and Licensing operations for the capital city as well as the Airport. Prior to Concord, Carlos was the Economic Development Manager for the City of Deerfield Beach, Florida where he also ran the Beach/Cove Community Redevelopment Agency.
Carlos is a graduate of Brandeis University and holds Masters’ degrees from the University of Massachusetts Amherst and the University of Florida.
Carlos is an ICMA Credentialed Manager and Certified Economic Development Finance Professional. Carlos’ professional activities include the past presidency of the Municipal Management Association of New Hampshire and service on the International City/County Management Association (ICMA) Executive Board as Vice President for the Northeast Region from 2015-2018. Carlos also served on the ICMA Leadership Advisory Board from 2018-2019.
In addition to these professional activities, Carlos is a member of the Concord Family YMCA Board of Directors and the Capital Regional Development Council Board and Loan Committee.
Carlos, his wife Larissa, and their children Tatiana and Jonas along with their family dog, Pretzel, reside in Concord.
